Board of Juvenile Justice


Created by the Code of Virginia §66-4, the Board of Juvenile Justice ensures the development and implementation of a long-range youth services policy and advises the Governor, the Director of the Department of Juvenile Justice and the General Assembly on matters relating to youth services.

Board of Juvenile Justice Members

Heidi Abbott, Chair, appointed to the board in 2009, is an attorney employed by the Hunton and Williams law firm. Her practice focuses on state government affairs compliance and lobbying, where she represents businesses and industries before the Virginia General Assembly on a variety of matters. Abbott is a graduate of Hamilton College, the University of Virginia and William & Mary Law School. She is very active in the community and serves on numerous foundations and committees.

 

Barbara Myers, Vice Chair, was appointed to the board in July 2006. Myers is an Associate Professor of Psychology and the Director of Doctoral Development at Virginia Commonwealth University in Richmond. Her current research focuses on two distinct populations: families affected by incarceration and families with an autistic child.

 

The Honorable Tamara Neo, Secretary, appointed to the board in 2011, has served as the Commonwealth's Attorney for Buchanan County, Virginia. An advocate for drug and alcohol recovery initiatives, she was instrumental in starting the S.T.A.R. Court (Supporting Treatment And Recovery), an innovative program modeled after the traditional drug court but paid for through private donations and drug seizure funds. Tamara is also active with Healing in the Hills another drug and alcohol recovery initiative focused on bringing more options for treatment into Buchanan County. She is a graduate of Rice University, the University of Colorado School of Law and the University of Colorado at Denver.

 

Anthony W. Bailey of Harrisonburg was appointed to the board in July 2011. He is the Senior Assistant Commonwealth's Attorney for Harrisonburg & Rockingham County.

 

The Honorable Ken Stolle was appointed to the board in September 2010. He is the Sheriff of the City of Virginia Beach

 

Justin Wilson, appointed to the board in 2006, is a Senior System Architect with the National Railroad Passenger Corporation (Amtrak). Active in his community, Wilson, who is a graduate of Virginia Commonwealth University, is chairman of the Board of Directors of the Alexandria Transit Company and a member of the Alexandria Budget & Fiscal Affairs Advisory Committee.
